The requested lookup key was not found in any active activation context.

IE7 or IE8 is in a corrupted state or partial install.  This can happen if you do a repair install in XP that puts IE6 back as the active browser, but there are still entries in the registry that confuse IE6 to produce the message


If IE7 was installed prior, then uninstall per the FAQ My internet stopped working after installing IE 7 or IE8 then reinstall IE8.  Otherwise reinstall IE8 and your browser should work fine.
